It's the game. These issues have been present and prevalent since release. Hit detection has gotten marginally better but framerates are still absolute garbage.
It's sad, honestly. I love this game and really want to play it but the CCP devs are so much more focused on adding more bells and whistles in the form of Aurum and less on fixing performance issues. Hell, I would gladly buy another Veteran pack or whatever if it meant they could make the game run smooth and at a consistent 30 FPS. Right now I assume a lot of the cross-region battleservers causes many of the issues. I see games with US, Brazil, EU, and JP players all in the same match which is just a recipe for disaster when it comes to performance issues.

My theory is that with the new scan changes now having different calculations for short, medium, and long range instead of a be-all-end-all scan that large clusters of enemies are causing a lot more stress on the CPU than before. I made this video a while ago demonstrating how framerate affects rate of fire and my example was in the map I mentioned. When I do the laggy rate of fire test both teams were near the point and my framerate was consequently awful. The first non-laggy test was at our groundspawn with no one near me, thus no lag.
My point regarding cross-region play is that you'll notice when you go up against BR, EU, JP or whatever players on US servers, the hit detection against these players is awful. I can target track strafing players no problem, but against a player from another region it becomes a blueshield mess. You can actually try this yourself. Set your battleserver to Asia and go play on their servers for a little bit. It'll be laggy, yes, but you'll start to notice how much harder it is for the enemy to hit and do damage to you.
I once was having connection issues for a good while that caused my ping to constantly spike and it happened consistently for like a solid week. I got so much hatemail from people calling me a "lag-switching POS" or whatever, while aside from some rubberbanding my game ran great, but in 1v1 firefights it was like I was invulnerable because on their screen I was skipping around and they were unable to hit me.
